There are many reasons why municipalities are interested in installing metropolitan Wi-Fi networks. Costs are fallings and technology is rising. The most common applications are for:

- Public safety (emergency responders, surveillance) 
- Municipal interest (more efficient city workers, bridging the digital divide, promoting development, tourism) 
- Commercial services (providing affordable residential or business broadband connectivity) 

There are different expectations of each of these network types. The one-size-fits-all approach will not work. Each requires a different approach to network design, implementation and maintenance. Moreover, desired capacity can vary greatly even within each of the three network types outlined, from thin, data-only coverage to networks that support simultaneous high-speed data, video and voice services. 

The wireless network includes two domains. One domain is for the exclusive use of the City, to facilitate operational and municipal communication applications to improve city services. The second domain will be the “Wireless Downtown” access available for general public access within the wireless coverage area.

Users within the open zone can use 802.11b enabled PDAs, laptops or other Wi-Fi enabled devices to log onto the network and access the Internet.
